DeWitt, N.Y. — ShoppingTown joined the nation’s long list of dead malls in 2020. Its windows and doors are boarded up. Weeds grow tall around much of the building and its parking lots.

But later this summer, a two-year-old plan to transform ShoppingTown into a $400 million residential, entertainment, retail and commercial mega-complex could take an important step forward.
